Sauté the onions and garlic, and toast the rice with the sautéed onions to a light brown color in medium heat.
Add 2 tsp cilantro, add the chopped tomatoes and 2 cups of chicken stock.
Close the lid and let the rice cook for 30 minutes.
Remove from heat and transfer to a bowl. Add chopped scallions and mix well.
